New MOU Formalizes Healthcare Worker Deployment to Singapore
The Philippines and Singapore signed a Memorandum of Understanding (MOU) to formalize the recruitment and deployment of Filipino healthcare workers to Singapore. The MOU signed by Secretary for Migrant Workers Hans Leo Cacdac and Minister for Health Ong Ye Kung, was witnessed by President Ferdinand R. Marcos Jr. and Singapore President Tharman Shanmugaratnam. It establishes a formal mechanism to regulate the deployment of Filipino healthcare workers and supports their reintegration into the Philippine economy.
The MOU’s signing follows nearly two years of negotiations, initiated by a Joint Communique signed by the late Migrant Workers Secretary Susan Ople and Health Minister Ong Ye Kung during President Marcos Jr.’s state visit to Singapore in September 2022. The 2022 agreement led to exploratory talks on hiring and deploying Filipino healthcare workers under a government-to-government arrangement.
During a joint press conference, President Marcos Jr. emphasized the MOU’s balanced approach, addressing the healthcare needs of both countries while considering the personal growth of Filipino healthcare workers. He expressed confidence that Singapore will protect the rights and welfare of Filipino workers. President Tharman acknowledged the vital contributions of Filipino healthcare workers in Singapore, particularly during the COVID-19 pandemic.
