Audit sought for Philippines public health funds; health dept seeks more budgetThe Philippines’ Department of Budget and Management (DBM) and the Department of Health (DOH) have requested the Commission on Audit to conduct a special audit of previously released funds for Public Health Emergency Benefits and Allowances (PHEBA). The review aims to ensure proper accounting and assist in validating disbursements.

Since 2020, the DBM has allocated PHP 121.325 billion to the DOH for healthcare and non-healthcare workers, covering Special Risk Allowance, Health Emergency Allowance, COVID-19 compensation, and other benefits.

Meanwhile, during Senate hearings in April and May 2024, the DOH requested an additional PHP 27.453 billion to fully cover PHEBA arrears. Budget Secretary Amenah Pangandaman approved the release of this amount through a Special Allotment Release Order on July 5, 2024.
